Tribal Trust Asset Management System

Track who owns each interest in trust land, and distribute the income it earns correctly

Overview

What you are buying

The Tribal Trust Asset Management System keeps the ownership record for every tract of trust and restricted land, including highly fractionated interests, and applies probate orders, gift deeds and consolidation purchases as they are approved. It accounts for lease, right-of-way and royalty income by tract and calculates each owner's share for distribution. Every ownership change and every distribution keeps the document and the decision behind it, for the beneficiaries, the tribes and auditors.

The problem it solves

Trust land can have hundreds of owners holding interests expressed as very small fractions, and those interests change every time an owner dies, gifts an interest or sells to a consolidation program. Income from leases, rights-of-way and mineral production has to be split across those owners exactly, using the ownership that was in effect when the income was earned. Where ownership records, lease records and accounting sit in separate systems, staff reconcile them by hand, distributions wait on title updates, and it is hard to show a beneficiary or an auditor how a particular payment was calculated.

  • Ownership fractions with very large denominators are maintained across separate title and accounting records
  • Probate orders and conveyances reach the accounting side late, so income is held or split on outdated ownership
  • Royalty and lease income is allocated to tracts and owners with spreadsheets and manual checks
  • Explaining a single owner's payment means tracing several systems and paper files

Who uses it

  • Federal trust offices responsible for Indian land titles, realty and trust accounting
  • Tribes administering trust functions under self-determination contracts or self-governance compacts
  • Realty specialists and title examiners who maintain ownership and encumbrance records
  • Trust accountants and distribution analysts who allocate and pay out income
  • Inspectors general, auditors and oversight staff who review trust management

A short walkthrough

Illustrative screens with fictional sample data. They show the workflow, not any client’s data or configuration, and the layout of the product itself differs. A live demonstration uses the product with sample data.

  1. Step 1

    Tract ownership

Each tract shows every owner and the exact fraction they hold, with the document that created the interest.

  2. Step 2

    Applying a probate order

A title examiner enters the order as a pending change and sees the fractions before and after, checked before approval.

  3. Step 3

    Income in suspense

Payments that cannot be matched to a contract wait in a suspense queue until an accountant resolves them.

  4. Step 4

    A distribution run

The run shows the income included, what will be paid, what is held and why, before an approving official signs it off.

  5. Step 5

    Explaining a payment

For any owner and period, the statement detail traces each amount back to the payment, the tract and the fraction.

For any owner and period, the statement detail traces each amount back to the payment, the tract and the fraction.
  6. Step 6

    The record of a change

Every change keeps who entered, checked and approved it, so auditors can follow it from document to distribution.

Workflows

The principal workflows

  1. Record ownership

Each tract carries its full ownership: every owner, the fraction each holds, the type of interest and the documents that created it. Fractions are stored exactly, not rounded.

    • Tract record created or migrated with legal description and acreage
    • Each owner's interest recorded as an exact fraction with its source document
    • Interests checked so that the fractions on the tract total one whole
    • Encumbrances such as leases, rights-of-way and liens linked to the tract
    • Title status shown as current, pending update or under review
  2. Apply ownership changes

Probate orders, gift deeds, sales, exchanges and consolidation purchases are entered as pending changes, checked against the current title, and applied only after an authorized person approves them.

    • Approved order or conveyance document received and logged
    • Title examiner enters the change and the system shows the before and after fractions
    • System checks that interests transferred exist and the tract still totals one whole
    • Approving official reviews and approves the change with an effective date
    • Ownership updated and downstream distributions recalculated from the effective date
  3. Account for income

Lease rentals, right-of-way payments and royalties are received against the contract they belong to and allocated to the tracts that produced them.

    • Payment received with its lease, permit or production reference
    • Payment matched to the contract and the tracts it covers
    • Unmatched or partial payments placed in a suspense queue for review
    • Income allocated to each tract by the contract's terms
    • Allocation reviewed and released for distribution
  4. Distribute

Each owner's share is calculated from the ownership in effect on the income date, then prepared as a distribution file for the system that posts to beneficiary accounts.

    • Distribution run calculated from allocated income and effective-dated ownership
    • Amounts held for owners whose whereabouts are unknown or whose estates are open
    • Exceptions and rounding differences shown for review
    • Trust accounting officer approves the run
    • Distribution file exported for posting, and the posting confirmation recorded

How access is controlled

  • Nobody approves their own work: ownership changes and distribution runs always pass a second, authorized person, and approval limits follow your agency's delegations of authority.
  • Roles are limited by region, agency office or tribe, so staff and tribal representatives see only the lands they are responsible for unless wider access is granted.
  • Every permission change is recorded in the audit trail, and access review reports list each person's roles and scope for periodic certification.
  • Staff sign in through your identity provider. Auditors and tribal representatives receive access with a defined scope and an end date rather than shared accounts.

Features

What it does

Exact fractional ownership

Interests are stored as exact fractions with their full numerators and denominators, so shares are calculated without rounding until the final payment amount.

Effective-dated title

Probate and conveyance processing

Probate orders, gift deeds, sales, exchanges and consolidation purchases entered as pending changes with before-and-after fractions and an approval step.

Title integrity checks

Checks that each tract totals one whole, that a transferred interest exists, and that no change is applied twice, before anything is approved.

Encumbrance register

Leases, permits, rights-of-way, mortgages and other encumbrances linked to the tracts they affect, with their terms and dates.

Income receipting and suspense

Payments matched to the contract they belong to, with unmatched and partial payments held in a suspense queue until someone resolves them.

Holds and unlocated owners

Shares for owners whose whereabouts are unknown, whose estates are open or whose accounts are restricted are held and tracked rather than paid.

Owner statement detail

For any owner and period, the tracts, fractions, income and calculations behind their distributions, ready to answer a beneficiary's question.

Exports, access and evidence

  • Every report can be exported to CSV, and summary and evidence reports to PDF. Reports can be scheduled to arrive by email for the people entitled to see them.
  • Filters can be saved, so an office or a tribal representative keeps their own views. Reports in a different shape can be built in your own tools from the data available through the API.
  • Ownership, contract, income and distribution data is available through the Moraph Work API for your data warehouse or business intelligence tools.
  • Reports respect each viewer's role and scope: a regional office sees its region, a tribal representative sees their tribe's lands, and auditors see what they have been granted.
  • Because ownership is effective-dated, ownership and distribution reports can be run as of a past date and give the same result each time. Running and exporting a report is recorded in the audit trail.

Deployment

Where and how it runs

Moraph cloud, United States

Hosted and operated by Moraph in the United States region, with all records kept in the US.

Dedicated environment

A single-tenant environment for agencies or tribes that require isolation, scoped in the proposal.

With a managed service

Optionally run alongside a Moraph managed service for administration, data reconciliation support and integration operations.

Security controls, independent audits and data residency are set out in our Trust Center. Engagement models and what drives a quotation are on Working with Moraph.

Implementation

What a rollout involves

The general phases are on Working with Moraph. For this product, they involve the following.

Data assessment

We review your existing title, contract and accounting data with your staff, identify gaps and conflicts, and agree how each will be resolved before migration.

Ownership migration and reconciliation

Tracts, owners and fractions are migrated and reconciled against the source records, with every tract that fails the integrity checks listed for your title staff to resolve.

Contract and income setup

Leases, permits and rights-of-way are loaded and linked to tracts, and allocation rules are configured for each income type.

Workflow, roles and delegations

Regions, roles, approval steps and delegated authority are configured to match your procedures and any tribal agreements.

Parallel distribution runs

Distribution runs are calculated alongside your current process for a period you choose, and differences are reviewed and explained before cutover.

Training and go-live

Title, realty, accounting and approving staff are trained on their own workflows, and tribal representatives are introduced to their views.

Limitations

What it does not do

Worth knowing before you evaluate it.

  • It does not decide ownership. Probate, conveyance and consolidation decisions are made by the authorized offices; the system records and checks them once approved.
  • It does not hold or move money. Distribution files are exported to the system that posts to beneficiary accounts, and payments are made through your agency's financial processes.
  • Results depend on the quality of migrated title and contract records. Tracts that fail reconciliation must be resolved by your title staff.
  • It is not a probate case management or hearings system. It receives the orders those processes produce.
  • Mineral production volumes and royalty values come from the reporting systems you already use; it does not verify production.
  • Moraph holds no FedRAMP authorization for this product. We map controls and provide documentation to support your agency's own authorization decision.
  • Land surveys and geospatial mapping of tract boundaries are not included; legal descriptions and acreage are recorded as data.
  • Policy on trust responsibilities, tribal agreements and the scope of tribal access is decided by your agency and the tribes, not by the system.

Evaluation checklist

What to test in a demonstration or pilot

Questions worth putting to us, and to any other vendor you are considering.

  1. Migrate a sample of your most fractionated tracts and check the ownership against your current records
  2. Enter a recent probate order and review the before-and-after fractions and checks
  3. Recalculate a past distribution for a sample region and compare it with what was paid
  4. Ask an accountant to explain one owner's payment using the statement detail
  5. Confirm separation of duties: who can enter, approve and export each type of record
  6. Review what a tribal representative can and cannot see under your agreements

Questions

Frequently asked questions

How are very small fractions handled?

Interests are stored as exact fractions, with numerators and denominators as large as the title requires. Shares are calculated from the exact fractions and rounded only to the final payment amount, with rounding differences shown on each run.

Does the system decide who inherits an interest?

No. Inheritance is decided through the probate process. The system records the approved order, checks it against the current title and applies it after an authorized official approves the change.

Can a tribe use it directly?

Yes. A tribe operating trust functions under a self-determination contract or self-governance compact can use it for its own work, and tribes can be given read access to their own lands within the scope your agreements allow.

Does it pay beneficiaries?

No. It calculates distributions and exports an approved file to the system that posts to beneficiary accounts. Moraph does not hold or move funds.

Is it FedRAMP authorized?

No. Moraph holds no FedRAMP authorization for this product. We map controls and provide documentation to support your agency's own authorization decision.

How do we evaluate it before buying?

A demonstration uses fictional tracts and owners. For a deeper evaluation, a pilot can migrate a sample of your own tracts and recalculate past distributions so your staff can compare the results with what was paid.
