Tribal Trust Asset Management System

The Tribal Trust Asset Management System keeps the ownership record for every tract of trust and restricted land, including highly fractionated interests, and applies probate orders, gift deeds and consolidation purchases as they are approved. It accounts for lease, right-of-way and royalty income by tract and calculates each owner's share for distribution. Every ownership change and every distribution keeps the document and the decision behind it, for the beneficiaries, the tribes and auditors.

Principal workflows

  • Record ownership: Each tract carries its full ownership: every owner, the fraction each holds, the type of interest and the documents that created it. Fractions are stored exactly, not rounded.
  • Apply ownership changes: Probate orders, gift deeds, sales, exchanges and consolidation purchases are entered as pending changes, checked against the current title, and applied only after an authorized person approves them.
  • Account for income: Lease rentals, right-of-way payments and royalties are received against the contract they belong to and allocated to the tracts that produced them.
  • Distribute: Each owner's share is calculated from the ownership in effect on the income date, then prepared as a distribution file for the system that posts to beneficiary accounts.

Who uses it

  • Federal trust offices responsible for Indian land titles, realty and trust accounting
  • Tribes administering trust functions under self-determination contracts or self-governance compacts
  • Realty specialists and title examiners who maintain ownership and encumbrance records
  • Trust accountants and distribution analysts who allocate and pay out income
  • Inspectors general, auditors and oversight staff who review trust management

Reporting

  • Pending title changes by region, type and age
  • Ownership on any tract as of any date
  • Suspense items and unmatched payments
  • Distribution runs, holds and unlocated owners
  • Contracts by status, expiry and income received
  • Approval history and audit trail extracts for oversight

Features

  • Exact fractional ownership: Interests are stored as exact fractions with their full numerators and denominators, so shares are calculated without rounding until the final payment amount.
  • Effective-dated title: Every ownership change has an effective date, so you can see who owned a tract on any past date and calculate income for that period correctly.
  • Probate and conveyance processing: Probate orders, gift deeds, sales, exchanges and consolidation purchases entered as pending changes with before-and-after fractions and an approval step.
  • Title integrity checks: Checks that each tract totals one whole, that a transferred interest exists, and that no change is applied twice, before anything is approved.
  • Encumbrance register: Leases, permits, rights-of-way, mortgages and other encumbrances linked to the tracts they affect, with their terms and dates.
  • Income receipting and suspense: Payments matched to the contract they belong to, with unmatched and partial payments held in a suspense queue until someone resolves them.
  • Royalty and lease allocation: Income allocated to tracts by the contract's terms, including payments that cover several tracts or production units.
  • Distribution calculation: Each owner's share calculated from effective-dated ownership, with every amount traceable to the payment, the tract and the owner's fraction.
  • Holds and unlocated owners: Shares for owners whose whereabouts are unknown, whose estates are open or whose accounts are restricted are held and tracked rather than paid.
  • Owner statement detail: For any owner and period, the tracts, fractions, income and calculations behind their distributions, ready to answer a beneficiary's question.
  • Tribal views: A tribe can be given read access to the tracts, ownership and income for its own lands, within the scope your agreements allow.
  • Audit trail and document links: Every change, approval, allocation and distribution linked to its source document and recorded with the person and time.

Integrations

  • Land title records: Tract, ownership and document data migrated from your existing title records during implementation, with reconciliation of the results.
  • Probate and hearings: Approved probate orders and their distribution of interests received from the office that issues them, for title examiners to enter and check.
  • Payment receipts: Payments from lessees, permittees and operators received from your collection system or lockbox file.
  • Production and royalty reports: Production and royalty detail from the reporting system your agency uses, so mineral income can be allocated to the right tracts and units.

  • Single sign-on: Staff sign in through your agency identity provider (SAML or OpenID Connect), including PIV-based authentication where your provider supports it.

Security and privacy

  • Records kept in the United States: All ownership, income and beneficiary data is hosted in the United States region.
  • Cleared support lane: Support tickets from federal clients are handled only by US citizens with active security clearances.
  • Role-based access: What each person can see and do follows their role, region and tribe; entering a change is separate from approving it.
  • Encryption under controlled keys: Client data is encrypted with keys Moraph staff cannot access without explicit, time-bound authorization.
  • Complete audit trail: Every view of beneficiary data, every change, approval, calculation and export is recorded with the person and time, and cannot be edited.
  • Independent audits: Moraph's controls are covered by its SOC 2 Type II report and ISO/IEC 27001 certification. Moraph maps controls to support your agency's own authorization decision.

Limitations

  • It does not decide ownership. Probate, conveyance and consolidation decisions are made by the authorized offices; the system records and checks them once approved.
  • It does not hold or move money. Distribution files are exported to the system that posts to beneficiary accounts, and payments are made through your agency's financial processes.
  • Results depend on the quality of migrated title and contract records. Tracts that fail reconciliation must be resolved by your title staff.
  • It is not a probate case management or hearings system. It receives the orders those processes produce.
  • Mineral production volumes and royalty values come from the reporting systems you already use; it does not verify production.
  • Moraph holds no FedRAMP authorization for this product. We map controls and provide documentation to support your agency's own authorization decision.
  • Land surveys and geospatial mapping of tract boundaries are not included; legal descriptions and acreage are recorded as data.
  • Policy on trust responsibilities, tribal agreements and the scope of tribal access is decided by your agency and the tribes, not by the system.
