Moraph Government Solutions works for public bodies from town halls to federal departments. Before any product is chosen, two questions decide whether a project can start: who authorizes the system to operate, and which purchasing route the agency may use. This page answers both, then describes what we build and run.
Who authorizes the system
Each level of government answers to a different control regime. A federal system needs an Authority to Operate from the agency’s authorizing official, assessed against NIST SP 800-53 and, for cloud services, FedRAMP. Police departments, courts and other agencies that handle criminal justice information follow the FBI CJIS Security Policy and are audited by their state’s CJIS Systems Agency. Defense articles and technical data fall under ITAR.
Moraph holds no FedRAMP authorization, and no CJIS certification, because none exists. For each product we map controls to the framework that applies and supply the documentation. The decision stays with your authorizing official or audit body.
How federal buyers reach Moraph
Moraph holds no prime contract vehicle and no SAM.gov registration today. Federal buyers reach us through a prime contractor or platform partner, or by another route their contracting office permits. Software we build
FOIA Redaction Engine: removes duplicate records, threads email and proposes redactions, each with a suggested exemption. Analysts decide every redaction and a second reviewer checks the set. It is not a request-tracking system and is not designed for classified records.
Legislative Management Suite: carries an item from a department’s draft through the agenda, meeting and vote to approved minutes and a public archive, so the clerk can show that notice rules were followed. It does not interpret open-meetings law, and live video stays with your existing provider.
311 Omni-Channel Citizen Intake: puts phone, web, app and email requests in one queue, places each on your GIS map and creates the work order in the department’s system. It is not a 911 or dispatch system, and status is only as current as departments record it.
Platforms we implement and run
Moraph resells, implements and operates commercial platforms in their government editions. The vendor’s own service terms and outages still apply.
Civic-Secure Microsoft 365: Microsoft 365 in Microsoft’s Government Community Cloud (GCC) for police departments, courts and other local agencies, configured to support the CJIS Security Policy. Configuration alone does not make an agency compliant, and GCC High is not part of this offering.
FedRAMP High Managed Landing Zone: the account structure, network boundary, identity, logging and guardrails in AWS GovCloud (US) or Azure Government, configured against the NIST SP 800-53 High baseline. Application teams keep the controls the responsibility matrix assigns to them, and it is not built for classified workloads.

Federal civilian, defense and intelligence
Civil agencies, the Department of Defense and the Intelligence Community. Most defense software runs in your own environment, under your authority. See Federal Government.
