A state HHS agency keeps eligibility files, Medicaid claims, child welfare case records and disease reports. Each set has its own federal reviewer. CMS certifies Medicaid systems and sets the MARS-E security standard. OCR enforces HIPAA. The IRS reviews how federal tax information used in eligibility is protected. If a system falls short of CMS or IRS requirements, federal matching funds are at risk. If it goes down, a renewal, a provider payment or a caseworker's visit record waits.

Eligibility questions to another agency
With the Inter-Agency "Silo Breaker" Data Bridge, an eligibility system asks another agency a specific question and receives only the fields the agreement permits. The data stays where it is, and every query is logged. Computer matching programs still need their matching agreements and data integrity board approvals. Homelessness services coordination
The Housing & Homelessness HMIS Wrapper lets shelters, outreach teams and health partners coordinate around a client under the consent that client has given, with every share and view recorded. Your Continuum of Care's HMIS stays the system of record for HUD reports. Clients of victim service providers are not shared through it, substance use records fall under 42 CFR Part 2, and it does not manage housing subsidies.
We build HIPAA privacy protections, MARS-E 2.0 safeguards and NIST SP 800-53 controls into these systems and prepare them for review by CMS, OCR and the IRS.
Medicaid & CHIP
The main risk in replacing an MMIS is paying providers incorrectly during the transition. This work is delivered as implementation projects under a statement of work:
MMIS modernization: moving from a mainframe to cloud modules, with the data migration and testing needed to keep provider payments accurate.
Module integration: Moraph as system integrator, connecting the Claims, Pharmacy and Care Management modules.
Caseworker and member channels: case management on Salesforce Public Sector Solutions or Microsoft Dynamics for renewal outreach, and member apps for ID cards, finding a doctor and renewing benefits.
Value-based care analytics: HEDIS measures and outcomes, for states moving from fee-for-service to value-based payment.
Child Welfare & Social Services
Caseworkers need case history during a home visit, often where there is no signal.
CCWIS case management: mobile-first systems in which caseworkers document visits, take photos and read case history offline.
Foster parent portals: document submission and messaging with the agency during licensing and placement.
Public & Behavioral Health
Disease surveillance: reportable-disease tracking with electronic lab reporting (ELR) from hospitals to the state.
988 crisis lines: routing calls, texts and chats to counselors, with location data for mobile crisis team dispatch.
Overdose data: exchanges of overdose and prescription monitoring (PDMP) data between agencies for prevention planning.
Where the vital records office sits in the health department, Vital Records Digitization & Fraud Guard provides an indexed archive of birth and death records and a recorded issuance process for certified copies. Death flags can be shared through EVVE where your jurisdiction takes part. It is not a registration system.
Audit evidence and buying
Under a managed service, we scan your environment against MARS-E and collect the artifacts a federal review asks for. Moraph holds no MARS-E or Publication 1075 authorization; our control mappings support your agency's own review. Reviewers can request our SOC 2 Type II report, ISO/IEC 27001 certificate and control mappings through the Trust Center, under NDA.
