A State CIO runs shared systems for agencies that answer to different reviewers. Federal tax information used to decide benefit eligibility falls under IRS Publication 1075. Medicaid and health exchange data fall under the CMS MARS-E standard. Criminal history falls under the FBI CJIS Security Policy. State auditors look at all of it. A shared platform, a data exchange or a statewide security service must meet the strictest rule that applies to any record that passes through it.

What a failed control costs a state
The cost depends on the record. If a Medicaid or eligibility system falls short of CMS or IRS security requirements, the state's federal matching funds are at risk. For criminal justice information, configuring a system is only part of the work: compliance also depends on the agency's policies, personnel screening, physical security and its audits by the state CJIS Systems Agency.
Our designs start from NIST SP 800-53 controls, mapped to MARS-E, the CJIS Security Policy and Publication 1075 as each system requires. Moraph holds no certification or authorization under any of these. There is no such thing as a CJIS certification. We provide the control mapping and evidence that your agency uses in its own review.

Data shared between agencies
The Inter-Agency "Silo Breaker" Data Bridge lets one agency ask another a specific question, such as whether a record exists. It returns only the fields the data-sharing agreement allows. Data stays in the providing agency's system, and every query is logged with who asked, why and what came back. Corrections and Child Welfare, for example, can check each other's records without merging databases. The Bridge does not decide whether a share is lawful and does not build combined datasets. Each providing agency must install and maintain an adapter. The product is listed for federal civilian agencies, so confirm with us how its rules map to your state's agreements before you rely on it.
Boards and commissions
The Legislative Management Suite handles agendas, packets, votes, minutes and the public archive, and records when each notice was published. It does not interpret your open-meetings law. It embeds video from your existing provider instead of hosting broadcasts. Postings in a building or a newspaper are recorded when staff confirm them; the Suite does not make them.
Federal awards
The Grant Factory keeps each award's terms, budget, subrecipients and deadlines, matches spending imported from your financial system, and prepares reports and single-audit schedules for staff to approve. Your staff submit reports and drawdowns. Moraph does not hold or move grant funds.
Vital records and elections
Vital Records Digitization & Fraud Guard gives the state registrar an indexed archive of paper and microfilm birth and death records, and records every certified copy issued. It is not a registration system. Eligibility rules and fraud indicators stay your office's decisions under state law.
The Election Worker Management Portal runs as one statewide environment: each county's poll workers, training and assignments stay separate, and state staff can see across them. It manages the workforce only, not ballots, voters or tabulation, and it prepares a payroll file instead of paying anyone.

How a state buys from Moraph
Moraph holds no contract vehicle today: no NASPO ValuePoint award, no statewide contract and no cooperative contract. A state can buy through its own solicitation, through a direct award where its rules allow one, or through a prime contractor that already holds a statewide contract.
