"The Grant Factory" (Grant Management System)

Find, win and account for grants, from the first opportunity to closeout

Overview

What you are buying

The Grant Factory takes a grant from the opportunity your team finds, through the application and the award, to the spending, reporting and closeout the funding agency requires. It keeps each award's terms, budget, deadlines and subrecipients in one place, matches expenditures from your financial system to the award, and prepares the performance and financial reports for your staff to approve and submit. Every decision and document is kept for your single audit and the agency's monitoring.

The problem it solves

Cities and counties now manage more federal and state awards than their grants offices were built for, often from several programs with different rules. Opportunities are tracked in inboxes, applications in shared folders, and post-award compliance in spreadsheets kept by one or two people. Expenditures sit in the financial system without a clear link to the award and budget line they belong to, reports are assembled by hand each quarter, and subrecipient monitoring is uneven. When the single auditor or the funding agency asks for support, the evidence is scattered or missing.

  • Opportunities and deadlines are tracked in inboxes and spreadsheets
  • Award terms and conditions are not turned into tracked obligations
  • Expenditures are matched to awards and budget lines by hand
  • Reports and subrecipient monitoring depend on a few people's memory

Who uses it

  • Central grants offices and grants coordinators in cities, counties and special districts
  • Department program managers who run grant-funded projects
  • Finance staff and grant accountants who track spending and draw down funds
  • Budget offices, managers and elected bodies that approve applications and awards
  • Single auditors and funding agency monitors who review the records

A short walkthrough

Illustrative screens with fictional sample data. They show the workflow, not any client’s data or configuration, and the layout of the product itself differs. A live demonstration uses the product with sample data.

  1. Step 1

    The opportunity pipeline

The grants office sees every opportunity under review, its deadline, owner and decision, with suggestions marked for staff review.

  2. Step 2

    An award and its terms

On award, the agreement's period, budget, match and special conditions are recorded and turned into tracked obligations.

Sample safe streets program (fictional) · Example County

    Funding
    Federal, direct

    • Subaward reporting for subawards over the threshold
    • Final report and closeout
On award, the agreement's period, budget, match and special conditions are recorded and turned into tracked obligations.
  3. Step 3

    Budget to actuals

Spending imported from the financial system is compared with each budget line, so variances are visible before reports are due.

  4. Step 4

    Reviewing a flagged cost

Costs that look outside the award's budget, period or categories are flagged with the reason, and a grant accountant records the decision.

  5. Step 5

    Preparing a quarterly report

The report draft is assembled from the award's data, completed by program and finance staff, approved, and submitted by your staff.

  6. Step 6

    Subrecipient monitoring

Each subrecipient's risk level, submissions and open findings are tracked, with requests reviewed before anything is paid.

Workflows

The principal workflows

  1. Find

Opportunities from federal listings and the state and private sources you add are matched to your priorities, and the ones worth pursuing are assigned to an owner with their deadline.

    • Opportunity listings brought in from Grants.gov and sources you configure
    • Opportunities suggested against your stated priorities and eligible programs, for staff to review
    • Grants coordinator decides to pursue, watch or pass, with a reason
    • Pursued opportunities assigned to a department lead
    • Internal approval to apply requested where your policy requires it
  2. Apply

Applications are prepared in a shared workspace with tasks, documents, the budget and the match commitment, and approved internally before your staff submit them to the funding agency.

    • Application checklist built from the opportunity's requirements
    • Narrative, budget, match and letters of support prepared and tracked
    • SAM.gov registration status checked before submission
    • Budget office and authorized official approve the application
    • Staff submit through the agency's system and record the confirmation
  3. Manage

On award, the terms and conditions become tracked obligations, the budget is set up against your chart of accounts, and expenditures from your financial system are matched to the award for review.

    • Award agreement recorded with period, amount, match and special conditions
    • Terms turned into obligations with owners and due dates
    • Award budget mapped to your financial system's accounts
    • Expenditures imported and matched to the award and budget line
    • Questioned costs flagged for grant accountant review before they are charged
  4. Report and close

Performance and financial reports are prepared from the award's data for the program manager and finance to complete, approved, and submitted by your staff. At the end of the award, closeout tasks are tracked to completion.

    • Report due dates tracked from each award's terms
    • Financial and performance data assembled into the report draft
    • Program manager and finance complete and approve the draft
    • Staff submit through the agency's portal and record the confirmation
    • Closeout tasks, final reports and record retention tracked to completion

How access is controlled

  • Separation of duties is built in: nobody approves an application, budget change, drawdown or report that they prepared, and cost decisions are recorded by someone other than the person who requested the spending.
  • Roles are configured with you during implementation. You can rename them, add custom roles, and limit them by department, funding source or award, so a department sees only its own grants.
  • Subrecipients use a separate portal and see only their own subaward. Their submissions always go through your review before anything is paid or reported.
  • Staff sign in through your identity provider and roles can follow its groups. Auditors and agency monitors get temporary read-only access with a defined scope and end date.

Exports, access and evidence

  • Every report can be exported to CSV, and summary and evidence reports to PDF. Reports can be scheduled by email to the people entitled to see them.
  • Filters can be saved, so a department head, grant accountant or the grants coordinator can keep their own views.
  • Award, budget, obligation and expenditure data is available through the Moraph Work API for your data warehouse or budget tools.
  • Reports respect each viewer's role: departments see their own awards, finance sees the whole portfolio, and auditors see only the scope they have been granted.
  • Financial and audit reports can be run as of a past date and give the same result each time. Running and exporting a report is recorded in the audit trail.

Deployment

Where and how it runs

Moraph cloud

Hosted and operated by Moraph in the United States region.

Dedicated environment

Single-tenant hosting where your policies require it, scoped in the proposal.

Phased by funding source

Start with the awards carrying the heaviest reporting, then bring in other awards and the opportunity pipeline.

With a managed service

Optionally run with a Moraph managed service for configuration changes, integration monitoring and platform administration.

Security controls, independent audits and data residency are set out in our Trust Center. Engagement models and what drives a quotation are on Working with Moraph.

Implementation

What a rollout involves

The general phases are on Working with Moraph. For this product, they involve the following.

Grants inventory

We record your active awards, open applications and subrecipients with the grants office. We need award agreements and current tracking spreadsheets.

Financial system mapping

Award budgets are mapped to your chart of accounts and funding codes, and the expenditure import from your financial system is set up and reconciled.

Obligations setup

Terms and conditions of active awards are turned into tracked obligations, reviewed with the grants coordinator and program managers.

Approval routes

Approval steps for applications, award acceptance, budget changes, drawdowns and reports are configured to match your policies and delegations.

Subrecipient onboarding

Subrecipients are invited to the portal for their active subawards, with guidance on how to submit.

Training and go-live

The grants office, program managers, finance and approvers are trained on their own tasks, and new awards are managed in the Grant Factory from go-live.

Limitations

What it does not do

Worth knowing before you evaluate it.

  • The Grant Factory does not submit applications, reports or drawdowns itself. Your staff submit them through Grants.gov, the agency's portal or its payment system.
  • Moraph does not hold, receive or move grant funds. Drawdowns are paid by the funding agency directly to your organization.
  • It is not your accounting system of record. Expenditures are recorded in your financial system and imported for matching and review.
  • Cost flags and opportunity suggestions are prompts for staff review. Allowability and eligibility decisions are made by your staff under the award terms and the Uniform Guidance.
  • Using it does not by itself prevent audit findings or repayment demands; it organizes the records and deadlines so your staff can meet the requirements.
  • Agency report formats and guidance change. Report templates are kept up to date, but staff should confirm each report against the agency's current instructions.
  • State and private opportunity sources that do not publish listings in a usable format are entered by your staff.
  • The single audit is performed by your auditor. The Grant Factory prepares the schedule and supporting records.

Evaluation checklist

What to test in a demonstration or pilot

Questions worth putting to us, and to any other vendor you are considering.

  1. Load one of your active awards and check that its terms become the obligations you track today
  2. Import a month of expenditures from your financial system and review how they match to budget lines
  3. Review a flagged cost and the decision record it produces
  4. Prepare a sample quarterly report and compare it with the one you last submitted
  5. Ask a subrecipient contact to submit a test reimbursement request through the portal
  6. Generate a sample Schedule of Expenditures of Federal Awards and walk your auditor through the supporting detail

Questions

Frequently asked questions

Does the Grant Factory submit applications or draw down funds for us?

No. It prepares the application, report and drawdown data and records the approvals. Your staff submit through Grants.gov, the agency's portal or its payment system, and funds go directly to your organization.

Do we have to replace our financial system?

No. Expenditures stay in your financial system and are imported for matching to awards. The Grant Factory adds the award view your financial system does not have.

Can it handle state and pass-through awards as well as federal?

Yes. Each award records its funding source and any pass-through entity, and obligations come from that award's own terms.

How are opportunity suggestions made?

Listings are compared with the priorities, eligible programs and departments you record, and the reasons for each suggestion are shown. Staff decide whether to pursue, watch or pass.

Can subrecipients use it?

Yes. Subrecipients get their own portal to submit reimbursement requests, reports and documents for their subaward, and see nothing else.

How is it priced?

As a subscription, usually based on the number of active awards or the size of the organization, with implementation and financial system integration charged separately. See Working with Moraph for what drives a quotation.
