Personnel Security (PerSec) Clearance Tracker

Every clearance, reinvestigation, reported event and access record in one place

Overview

What you are buying

The Personnel Security Clearance Tracker keeps the record of each person's eligibility and access, from initiation through periodic reinvestigation or continuous vetting enrollment to debriefing. It tracks self-reported events and the continuous vetting alerts your security office receives, so each one is reviewed, documented and passed to the adjudicating authority where required. The tracker organizes the work; eligibility decisions remain with the government adjudicators and security officers responsible for them.

The problem it solves

Security offices manage clearances across the government system of record, spreadsheets of reinvestigation dates, inboxes of self-reported events and paper briefing forms. Continuous vetting has replaced fixed reinvestigation cycles for much of the workforce, but alerts still arrive by message and are tracked by hand. When an inspection asks how a reported event was handled or who was read on to a program, the answer has to be pieced together.

  • Initiations, reinvestigations and continuous vetting enrollment are tracked in spreadsheets
  • Self-reported events and continuous vetting alerts are handled by email without a consistent record
  • Briefings, debriefings and access lists live on paper or in separate files
  • Inspections and audits require the history of each case to be rebuilt by hand

Who uses it

  • Security offices in defense and intelligence agencies
  • Facility security officers at cleared contractors
  • Personnel security specialists who manage cases day to day
  • Special security officers who manage program access
  • Inspectors and auditors who review personnel security programs

Requirements it supports

Workflows

The principal workflows

  1. Initiate

When someone needs eligibility or access, the security office opens a case, collects what is needed and tracks the request through the government system until a determination is recorded.

    • Request for eligibility or access submitted by a manager with the justification
    • Security specialist confirms the position's requirement and opens a case
    • Applicant instructed to complete the investigation forms in the government system
    • Submission, investigation and determination dates recorded as they occur
    • Interim and final determinations recorded from the system of record
  2. Monitor

Each person's eligibility, investigation date, continuous vetting enrollment and access are tracked, with reminders before anything lapses.

    • Eligibility, investigation and enrollment dates kept for each person
    • Reinvestigation or enrollment actions flagged before they fall due
    • Required annual briefings and refresher training tracked
    • Records reconciled periodically with the government system of record
    • Discrepancies listed for a specialist to resolve
  3. Report and review

Self-reported events and continuous vetting alerts received by the security office become cases, each reviewed by a specialist and passed to the adjudicating authority where your procedures require.

    • Person self-reports foreign travel, contacts or other events through a form
    • Continuous vetting alerts received by the office are logged against the person
    • Specialist reviews the event and gathers any needed information
    • Required reports submitted in the government system and the reference recorded
    • Outcome and adjudicator's decision recorded when received
  4. Access

Briefings, nondisclosure agreements, read-ons and debriefings are recorded so the office knows who has access to what, and can prove it.

    • Access request approved by the program or facility security lead
    • Briefing completed and the signed nondisclosure agreement recorded
    • Access list updated for the program or facility
    • Debriefing recorded when access ends or the person leaves
    • Access lists reviewed periodically and certified

How access is controlled

  • Two-person rules are built in: nobody closes or refers a case they worked themselves, and access to case details is granted by the security officer rather than self-assigned.
  • Roles are configured with you during implementation. You can rename them, create custom roles, and limit them by organization, facility, program or population, so each person sees only the records they need.
  • Every permission change and every view of a sensitive case is recorded in the audit trail, and access review reports list each person's roles for periodic certification.
  • Staff sign in through your identity provider, including CAC or PIV where your provider supports it. Inspectors get temporary read-only access with a defined scope and an end date.

Every view, change, report and export is recorded with the person and time, and cannot be edited.

Controls mapped for your authorization

Moraph is SOC 2 Type II and ISO/IEC 27001 audited, maps the tracker's controls to NIST SP 800-53 and 800-171, and supports your own authorization and Privacy Act obligations; it does not hold a DoD authorization of its own.

Company-wide controls, independent audits (SOC 2 Type II and ISO/IEC 27001) and data residency are described in our Trust Center, where you can request the evidence pack.

Reporting

Exports, access and evidence

  • Every report can be exported to CSV, and summary and evidence reports to PDF. Reports can be scheduled to arrive by email for the people entitled to see them.
  • Program reports show counts and categories without personal details; drilling down to a person or case respects the viewer's role.
  • Clearance status and program metrics are available through the Moraph Work API, with sensitive case details excluded unless you choose otherwise.
  • Reports respect each viewer's role: a manager sees only their staff's status, a program security officer sees their programs, and inspectors see only the scope they were granted.
  • Inspection and audit reports can be run as of a past date and give the same result each time. Running and exporting a report is itself recorded in the audit trail.

Deployment

Where and how it runs

Moraph cloud, United States

Hosted and operated by Moraph in the United States region for unclassified data, with controls mapped to support your own authorization.

Dedicated environment

A single-tenant environment for organizations whose policies require isolation, scoped in the proposal.

Your environment

Installed in an environment you operate where your authorizing official approves it, running under your authority.

With a managed service

Optionally run alongside a Moraph managed service for administration and integration support, delivered by US citizens with active clearances.

Security controls, independent audits and data residency are set out in our Trust Center. Engagement models and what drives a quotation are on Working with Moraph.

Implementation

What a rollout involves

The general phases are on Working with Moraph. For this product, they involve the following.

Records load

Your current clearance records are loaded from spreadsheets and system-of-record exports, and differences are resolved with your specialists before go-live.

Procedures and due dates

Case types, reportable events, reminder rules and review steps are configured from your security procedures and the directives that apply to you.

Need-to-know design

We agree with your security officer which roles see the clearance record, which see case details, and how populations are divided.

Integrations

HR, training and badge system feeds are mapped and tested, and the reconciliation export from the government system agreed with your staff.

Forms and briefings

Self-reporting forms, briefing records and acknowledgment text are set up from your existing forms.

Training and go-live

Specialists, security officers and managers are trained on their own tasks, employees are introduced to self-service, and open cases are moved across by agreement.

Limitations

What it does not do

Worth knowing before you evaluate it.

  • The tracker does not adjudicate. Eligibility determinations are made by the government adjudicating authority, and the tracker records them.
  • It does not replace or write to the government personnel security system of record; reports required there are submitted by your staff, and the tracker records the reference.
  • It does not run continuous vetting checks or obtain records about individuals itself. It logs and tracks the alerts and reports your security office receives through official channels.
  • It does not conduct background investigations or collect investigation forms; applicants complete those in the government system.
  • It is designed for unclassified personnel security records. Classified case information is not stored in the hosted service.
  • Records are only as current as the information entered and reconciled; periodic reconciliation with the system of record is needed.
  • Your organization remains responsible for its Privacy Act notices, system of records requirements and retention schedules.
  • Moraph does not hold a DoD authorization for the tracker; your authorizing official decides whether and where it may be used.

Evaluation checklist

What to test in a demonstration or pilot

Questions worth putting to us, and to any other vendor you are considering.

  1. Load a sample of your clearance records and compare the due list with your current tracking
  2. Run a reconciliation against a test export from your system of record and review the differences
  3. Follow a self-report from submission to closure and check what the employee, manager and specialist each see
  4. Follow a continuous vetting alert from logging to referral and recorded outcome
  5. Certify a program access list and record a debriefing
  6. Confirm need-to-know separation and that every view of a case appears in the audit trail

Questions

Frequently asked questions

Does the tracker make clearance decisions?

No. Eligibility is determined by the government adjudicating authority. The tracker records determinations and organizes the security office's work around them.

Does it connect directly to DISS or NBIS?

It reconciles against exports from the government system your organization uses, loaded by your authorized staff. Reports that must be made in that system are submitted there by your staff.

Who can see self-reports and continuous vetting alerts?

Only the specialists assigned and the roles your security officer chooses. Managers see status, not details, and every view of a case is logged.

Can cleared contractors use it?

Yes. Facility security officers can use it to manage their NISPOM personnel security responsibilities alongside the government systems they are required to use.

How is it priced?

As a subscription, usually measured by the size of the cleared population tracked, with implementation charged separately. See Working with Moraph for what drives a quotation.

Is there an accessibility conformance report?

Ask for one through the procurement request form at /how-to-buy/request, naming the version you are evaluating.
