Census Field Logic & Enumeration App

Plan field enumeration, collect responses securely on mobile devices, and see data quality as it happens

Overview

What you are buying

The Census Field Logic & Enumeration App manages a workforce of field enumerators: it assigns addresses that still need a response, proposes efficient visit routes, and gives enumerators a secure mobile questionnaire that works offline. Supervisors see progress and data quality checks as cases come in, and quality control reinterviews are drawn and tracked in the same place. Respondent data is protected on the device and in transit, and every case keeps its history.

The problem it solves

Field operations for a census or household survey depend on large temporary workforces visiting addresses that did not respond by other means. Assignments built by hand leave enumerators driving back and forth, supervisors learn about problems days later from paper or spreadsheet reports, and data quality issues such as implausible answers, duplicate cases or suspiciously short interviews are found only after the operation has moved on. Every one of those visits handles confidential information that must be protected on the device, in transit and afterwards.

  • Assignments and routes are built by hand and change daily as responses arrive
  • Supervisors see progress and problems late, after the field has moved on
  • Data quality issues are found after collection, when a revisit is costly
  • Confidential respondent information is carried on many devices in many places

  2. Step 2

    A case on the device

On the device, the enumerator sees the case and its history, and records the outcome of each visit, with or without a signal.

Workflows

The principal workflows

  1. Plan

Addresses that still need a field visit are grouped into assignment areas, matched to enumerators by location, language and availability, and ordered into proposed routes that a supervisor approves.

    • Address list and response status loaded from the agency's control system
    • Addresses that responded by other means removed from the workload
    • Assignments proposed by area, enumerator availability and language needs
    • Visit order proposed for each enumerator, with appointment times respected
    • Crew leader approves or adjusts the day's assignments
  2. Enumerate

Enumerators work their cases on a mobile device. The questionnaire applies the agency's skip logic and edits as answers are entered, and cases are recorded whether or not a connection is available.

    • Day's cases downloaded to the enumerator's device
    • Enumerator records the visit outcome, such as interview, no one home or vacant
    • Questionnaire applies skip patterns and checks answers as they are entered
    • Notices of visit and callback appointments recorded
    • Completed cases transmitted when a connection is available, then removed from the device
  3. Supervise

Crew leaders and field managers see progress, open cases and data quality flags as cases are transmitted, and act on them while the team is still in the area.

    • Progress shown by area, enumerator and day
    • Quality checks flag unusual interview length, timing, location or answer patterns
    • Crew leader reviews flags and records the outcome
    • Cases reassigned when an enumerator is unavailable or a language need arises
    • Field office manager tracks hours, mileage and payroll submissions for approval
  4. Verify

A sample of completed cases is drawn for quality control reinterview, and the results are compared with the original interview so problems can be corrected and recorded.

    • Reinterview sample drawn by the agency's rules, including flagged cases
    • Reinterview assigned to a different enumerator or a quality control team
    • Results compared with the original case
    • Discrepancies reviewed by the field office manager
    • Outcomes recorded, and affected work recollected where the agency decides

How access is controlled

  • Reinterviews are always done by someone other than the original enumerator, and crew leaders do not reinterview their own crew's cases.
  • Respondent answers are visible only to roles that collect, supervise or verify them. Methodologists, auditors and administrators work with aggregates unless your agency grants case access for a specific purpose.
  • Roles are configured with you during implementation and can be limited by area, crew or survey. Staff accounts can follow your hiring records, so temporary staff lose access when their appointment ends.
  • Every permission change is recorded in the audit trail, and changes to quality checks, sampling rules and instrument versions are approved by your designated program owner.

Features

What it does

Proposed assignments and routes

Daily workloads and visit orders proposed from open addresses, enumerator location and availability, language needs and appointments. A crew leader approves every assignment.

Offline questionnaire

The questionnaire, skip logic and edits run on the device without a connection, and completed cases transmit when coverage returns.

Agency-defined instrument

Questions, wording, languages, skip patterns and edit checks follow the instrument your agency approves; the app does not change them.

Visit outcomes and callbacks

Every visit attempt recorded with its outcome, notices left, and callback appointments, so the case history is complete.

Live progress

Completed, pending and unworkable cases by area, enumerator and day, as cases are transmitted.

Data quality flags

Checks for unusually short interviews, odd timing, location far from the address, duplicate cases and implausible answer patterns, each explained for the reviewer.

Quality control reinterview

Reinterview samples drawn by your rules, assigned away from the original enumerator, and compared with the original case.

Language matching

Cases needing a particular language are routed to enumerators who speak it, and the questionnaire offers the languages your agency provides.

Workforce time and mileage

Hours and mileage recorded by enumerators and approved by crew leaders, ready for export to your payroll system.

Device protection

Case data on the device is encrypted, limited to current assignments, and removed after transmission; lost devices can be wiped through your device management.

Case history

Each address keeps its full history: assignments, visit attempts, outcomes, transmissions, flags and reinterviews.

Audit trail

Who assigned, collected, viewed, changed and approved what, and when, recorded and protected from edit.

Exports, access and evidence

  • Every report can be exported to CSV, and summary and evidence reports to PDF. Reports can be scheduled to arrive by email for the people entitled to see them.
  • Filters can be saved, so a crew leader or manager keeps their own views of their crew or area.
  • Operational and quality data is available through the Moraph Work API for your data warehouse or business intelligence tools; respondent answers are delivered only to your processing environment.
  • Reports respect each viewer's role: an enumerator sees their own work, a crew leader their crew, and managers their area. Aggregate reports do not reveal respondent answers.
  • Governance and audit reports can be run as of a past date and give the same result each time. Running and exporting a report is itself recorded in the audit trail.

Deployment

Where and how it runs

Moraph cloud, United States

Implementation

What a rollout involves

The general phases are on Working with Moraph. For this product, they involve the following.

Operation design

We work with your field and methodology staff to set assignment areas, visit rules, outcome codes, quality checks and reinterview sampling.

Instrument loading

Your approved questionnaire, skip logic, edits and languages are loaded and tested on the device against test scripts your methodologists provide.

System integration

The app is connected to your address control, processing, payroll and mapping systems. We need interface documentation and a contact for each.

Device rollout

The app is packaged for your mobile device management and tested on the devices you issue, including offline use in areas with weak coverage.

Field test

A field test in selected areas runs the full cycle from assignment to reinterview before the main operation, and issues are resolved before scaling up.

Training materials

Role-based training materials are prepared for enumerators, crew leaders and managers for your agency to deliver to a large temporary workforce.

Limitations

What it does not do

Worth knowing before you evaluate it.

  • It proposes assignments and routes; crew leaders and managers approve them, and operational decisions belong to your agency.
  • It does not design the questionnaire or sampling methodology. It runs the instrument and rules your agency approves.
  • Quality flags indicate cases worth checking, not misconduct. Every flag is reviewed by a person, and outcomes are your agency's decision.
  • It is not the agency's response processing, imputation or tabulation system; completed cases are delivered to your processing environment.
  • Offline work covers cases downloaded to the device. Addresses not downloaded beforehand are not available without a connection.
  • Moraph holds no FedRAMP authorization for this product. We provide control documentation to support your agency's own authorization decision.
  • Requirements specific to your agency's confidentiality statutes, such as sworn status for anyone with access to protected data, are set by your agency; Moraph supports them but does not determine them.
  • The app requires agency-managed devices that meet the supported operating system versions listed in the proposal.

Evaluation checklist

What to test in a demonstration or pilot

Questions worth putting to us, and to any other vendor you are considering.

  1. Load a test instrument and confirm the skip logic and edits behave exactly as your methodologists specified
  2. Take a device to an area with no coverage, complete several cases and confirm they transmit and leave the device
  3. Ask a crew leader to approve a day's assignments and note what they still adjust by hand
  4. Review a set of quality flags and judge whether each explanation is useful to a supervisor
  5. Run a reinterview cycle from sample to resolution
  6. Confirm role separation: who can see respondent answers, approve assignments and change quality rules

Questions

Frequently asked questions

Can we use our own questionnaire?

Yes. The app runs the instrument your agency approves, including its wording, languages, skip logic and edits. Each version is loaded and tested before use.

What happens to data if a device is lost?

Case data on the device is encrypted and limited to current assignments, and transmitted cases are removed from it. A lost device can be wiped through your mobile device management.

Does the app decide whether an enumerator's work is falsified?

No. Quality checks flag cases worth a closer look and explain why. Crew leaders, reinterviews and managers decide what happened.

Can it be used for household surveys as well as a census?

Yes. The same assignment, collection, supervision and reinterview workflow applies to recurring surveys, configured for each survey's instrument and rules.

Is it FedRAMP authorized?

No. Moraph holds no FedRAMP authorization for this product. We provide control documentation to support your agency's own authorization decision.

Who owns the data?

Your agency does. How it is returned to you and deleted at the end of the agreement is set out in the contract.
