About the rule

What it is

Title II of the Americans with Disabilities Act prohibits discrimination on the basis of disability by state and local governments in their services, programs and activities. The Department of Justice’s regulation for Title II (28 CFR Part 35) was amended in 2024 to require that state and local governments’ web content and mobile apps meet WCAG 2.1 Level AA. The compliance dates depend on the population the government serves and were extended by the Department in 2026.

    "Civic-Secure" Microsoft 365

Many local governments struggle to configure cloud suites securely. We deploy Microsoft 365 within the Government Community Cloud (GCC) boundary, specifically configuring it to support the FBI CJIS (Criminal Justice Information Services) Security Policy and documenting how each requirement is addressed. Configuration alone does not make an agency CJIS compliant: its policies, personnel, physical security and audits by the state CJIS Systems Agency remain the agency's responsibility.
