Permitting & Licensing Accelerator

The Permitting & Licensing Accelerator gives applicants a guided online application that works out which permit or license they need, what to submit and what it will cost. It gives your staff one place to check completeness, route plan review, take fees, schedule inspections and issue or renew, with every step recorded and visible to the applicant.

Principal workflows

  • Guided application: Applicants answer plain-language questions about their project or business, and the wizard tells them which permit or license applies, what documents to upload and the fees.
  • Intake: Staff see complete applications in one queue, with anything missing flagged and returned to the applicant online.
  • Review: Plans route to reviewers by discipline at the same time. Comments go back to the applicant, and resubmittals are compared against the previous round.
  • Inspect and issue: Inspections are requested online and recorded on a phone or tablet in the field. Permits and licenses are issued, and renewals are reminded and processed online.

  • Permit technicians and licensing clerks at the counter and online
  • Plan reviewers in building, zoning, fire, engineering and health
  • Inspectors working in the field
  • Department directors and managers who report on workload and service

Reporting

  • Applications received, issued and pending by permit type
  • Time in each step, by department and reviewer
  • Review rounds per application, to show where corrections cluster
  • Inspection volumes, results and re-inspections by inspector and area
  • Fees collected by fee code, ready for reconciliation with finance
  • Licenses due for renewal and lapsed

Features

  • Applicant wizard: Questions and requirements configured from your codes and fee schedules, written in plain language.
  • Address and parcel lookup: Addresses validated against your GIS, with zoning and overlay information shown to applicants and staff.
  • Completeness checks: Required documents and information checked before an application reaches staff.
  • Fee calculation: Fees calculated from your schedule, including valuation-based and per-unit fees, with staff able to adjust with a reason.
  • Online payment: Fees paid online through your existing payment processor, with receipts recorded against the application.
  • Parallel review: Building, zoning, fire and other disciplines review at once, with one set of comments to the applicant.
  • Resubmittal comparison: Reviewers see which documents changed between rounds and which comments are still open.
  • Conditions of approval: Standard and custom conditions attached to permits and printed on the issued document.
  • Field inspections: Inspection requests, scheduling and results recorded on mobile devices, with photos and checklists.
  • License renewals: Renewal reminders, online renewal applications and expiry tracking for business and trade licenses.
  • Applicant status page: Applicants follow their application online, which cuts down status calls and counter visits.
  • Configurable notifications: Email notices to applicants and staff at each step, with wording your department controls.

Integrations

  • GIS and parcels: Parcel, zoning and address data from your GIS services, such as Esri ArcGIS.
  • Payments: Your existing payment processor for card and electronic payments.
  • Finance system: Fee revenue passed to your general ledger or cashiering system.
  • Land-management or legacy permitting system: Records exchanged with an existing system you keep, or history migrated from one you retire.
  • Records management: Issued permits, plans and decisions sent to your records system under your retention schedules.
  • Electronic plan review: A dedicated plan-markup tool can be integrated for detailed drawing review.
  • Staff sign-in: Single sign-on for staff through your identity provider.
  • Work API: Application, review and inspection data available to your reporting and open-data tools.

Deployment

  • Moraph cloud: Hosted by Moraph in the United States region.
  • Dedicated environment: Single-tenant hosting where your policies require it, scoped in the proposal.
  • Phased by department: Departments or permit types can go live in stages, starting with those that gain most from online applications.
  • With a managed service: Optionally run with a Moraph managed service for configuration changes, such as new fees or permit types, and platform administration.

Security and privacy

  • Separate access for applicants and staff: Applicants see only their own applications; staff see what their role allows, and every access is checked on each request.
  • Staff single sign-on: Staff sign in through your identity provider, so your own sign-in and multi-factor policies apply.
  • Encryption: Application data and documents are encrypted, with keys Moraph staff cannot use without explicit, time-bound authorization.
  • No card data held: Payments are taken on your processor's payment page. Moraph does not store card details, hold funds or move money.
  • Audit trail: Every submission, decision, fee change and status change recorded with who made it and when, for public-records requests and audits.
  • Company-wide assurance: Operated under the controls covered by Moraph's SOC 2 Type II report and ISO/IEC 27001 certification, described in the Trust Center.

Limitations

  • The wizard is only as accurate as the rules configured from your codes and fee schedules, which your staff maintain after go-live.
  • Payments go through your existing payment processor. Moraph does not hold or transfer funds.
  • Reviewers comment within the Accelerator; detailed markup of large-format drawings needs an electronic plan-review tool, which can be integrated.
  • It does not interpret codes or make approval decisions. Reviewers and inspectors decide.
  • It does not replace your GIS. Parcel and zoning data are read from your GIS and must be kept current there.
  • Code enforcement cases, complaints and violations are not included. The 311 Omni-Channel Citizen Intake product handles requests from residents.
  • Applicants need an email address to apply online. Counter staff can enter applications on behalf of people who cannot or prefer not to apply online.
  • Migration of historical records depends on the condition of your existing data. Older records may be referenced rather than fully migrated.
